Try building a weapon bench 3 instead of upgrading it from a weapon bench 2. For some reason when i upgraded from bench 2 to 3 it only has a slot for Iron, but when i just built a 3 it had a spot for steel and i was able to craft the higher tier weapons. sorry if that doesn't make sense, I'm terribl...
