Faction repairing

I killed a police in game a little while back and now the united cities are attacking me, I have lured bandits to some of their soldiers and then healed them to fix their negative look at me. But i get the number to about 1 to 2 and then it gradually lowers back into the negatives without me doing anything. Idk if this is a bug or what, any suggestions?
