Cannot use "Ingame Path Editor"

Someone told me that if my town's pathfinding is messed up, I could always use the "ingame path editor." However, when I pressed the button to do this "editor," nothing happened. It's just a long pause, everything is just normal to me! Is the edit not there at all?

Its a path rebuilder not a path editor. It automatically rebuilds all the paths once you press Ctrl+shift+F11. So if it doesn't work after that then... sorry.
