How to get the best items under 30 min?
Attack a high level faction, lead them to cops, cops bet the shit out them, go loot.
Please fix!
Unfair gameplay?
Except for 3 things:
1) No NPC is carrying 'the best items' except for chain mail underarmor and the 0.56 plated pants. Still leaves you with so-so weapons and armor.
2) We're not at the full range of items yet - Not even close.
3) This is a free-form game - If you don't like it, don't do it

That works? Wow I thought they only went after whomever started the fight. I've had them stand there and watch me get beat silly in faction friendly towns before.

Agreed. Even now, some of these larger factions already have their own patrols. ( Police cannot save you if you are in the middle of nowhere and that larger faction recognizes you)
Still to balance things out, police should confiscate their targets weapon and cash (and of course leave everything else). The officer would at least take the offenders weapon (if not simply arrest them) to prevent future conflicts.

I'm not sure if there is a specific town or whatever that *always* sells the current best armour, but I do know that if you're in a town, and they have an armour shop, just keep checking back with him every day or so. (in-game of course). The things they sell will rotate, but the current best armour isn't guaranteed to show up like right off the bat. Sometimes it does, but other times you have to check back like, 5 times before you get what you're looking for.
That same method goes for pretty much all the shops, at least that's what I've noticed.
Currently, I believe the best set of armour one can get in a vanilla game, is the following:

Cut Res ------ 0.5

All that said, the behavior of bandits and other factions blindly running into clearly unwinnable fights is indicative of the game's alpha state.
There's no way this is final behavior, it will probably be fixed eventually. Hopefully sooner than later, i'm pretty tired of basebuilding and crafting updates when the ai is still so silly and the world doesnt interact much,
