Genocide? Or am I just unlucky?

Here's a little backstory, so I found this game on indiedb, thought it looked interesting so I downloaded it, played it for a bit last night dying constantly, it became horrifically frustrating to point I nearly deleted it. Gave it another go today and i've started to get the hang of it, it's a nice concept so I decided to buy the game.

The issue i'm having is that I walked around luring bandits to the guards and looting for a while, then decided me and my band of men would go on a trip to all the different cities, halfway in we started to see a severe lack of bandits, and after the trip I decided to go back to brink to see if there was any bandits around there. None at all. I just thought i'd ask, do the bandits spawn or is there a set amount in the game? As I believe the guards and empire soldiers have gone on a mission to exterminate the bandits and have unfortunately for me, succeeded. I don't mind there's no bandits around, it's just that now I have no way to advance my characters other than picking off stray soldiers who are severely wounded and on their own (how often does that happen?)

tl;dr - Where's my bandittos :(

Problem solved, a quick restart sorted it.

Go to area around Black Scratch. Every time I trek there I am constantly attacked. I believe that the bandit populous is spawned rather than just placed ( I could be wrong, but there are a LOT of them).
A voice in your computer's memory that refuses to go away. Now with 15% more (side notes!)
