So i go to the advanced lab in the obedience crater, and if find it completely empty. This was not the only place like that. The water hideout in the bottom swamps was also empty. Are these places still being worked on, or is my game bugged?

I remember the water hideout being empty, and i think I remember that crater lab being empty too, so you aren't bugged. Leaving it up to someone else to say if hasn't been filled in yet or not though.

I'm sometimes shows up empty, but the next import it works fine.
I have not checked this last import. If it is empty, i will upload a link to my save so the dev can figure out what is going on.

I've been to advanced lab even twice several updates ago, like Q4 '16, maybe, and it was quite surely not empty both times. No AI Cores, but not empty: tons of loot, 6-8 robo spiders.

Interesting, i've just checked once again, and this base seems completely fine in my game.
May i suggest typical solutions for such issues, or you've already tried:
1 - Import?
2 - Game Files integrity verification through Steam?
3 - Disabling mods, to see if any are causing this, then enabling them one by one, to figure out which?
4 - Clean-deleting your game (uninstall from Steam, then manually deleting everything from Kenshi folder, if anything is left there) then installing the game anew with integrity verification right after installation ?
From my experience, if anything goes terribly bad with the game, one of these steps usually helps.

The first two have not had an effect.
the only mods i have are the interior furniture and the banners mod. I have not tried uninstalling them, nor have i tried a nuke and pave.
I will have to give that a shot later, when i can stop playing rimworld.....
While I'm still on 95.24, and haven't been back to obedience lab. I did come across another empty building that's, as far as I've seen on a video and in fcs, supposed to not be.
At the slave farm (formerly telbooze), one of the outpost IIIs is supposed to be a slave farm trader (as he's known in fcs), but it's just empty. Import did not fix it.
I've not been able to confirm whether or not the 95.27 patch fixes this too but it seems like it may be a different issue, or just on my end.
Another interesting note on what I said earlier about the water clan hideout is that it does looks empty in fcs, but is associated with the Red Sabres. Their faction color scheme is referred to as "water clan". So I guess saying I haven't seen any water ninjas around may be untrue.
