Some questions about random how random recruits are spawned

I have some questions about how the random unskilled recruits are spawned.

The reason I have these questions specifically is I haven't been able to find any scorchlander recruits at all over in a dozen imports done in multiple different recent versions of the game. I used to see them in previous versions, maybe about 6-9 months ago. I am also not really finding any skeleton or hiver random unskilled recruits any more, although I haven't been paying as much attention to them since I don't recruit them.

I have read that only greenlander recruits are available in Holy Land cities, so that explains why I haven't seen them there. But I never see scorchlanders at waystations either. I also never see them at World's end, Mongrel, the Hub, Shark or more recently either of the two recently added United Cities cities (in fact the only recruit I have ever found in those towns is one of the unique named recruits). Most of the non-Holy nation towns seem to have very few random recruits in general. They seem to have mostly unique recruits or non-recruitable NPCs hanging around in the bars.

I also think, but I am not certain, that the recruits available aren't being randomized when I import. I seem to always see the same random recruits available in the same towns. I haven't really gone out of my way to test it or note it but I have noticed several specific instances of it. For example I first noticed that at the Hub there is always one named Soto. And he always has the exact same face and appearance. There is also always one named Mu (or maybe Wu) at one of the waystations. I have noticed several other instances as well.

So with that said, Are random unskilled recruits supposed to be randomized every fresh import? Do the random recruits available refresh and re-randomize if you pass enough in-game time? Also where is it even supposed to be possible for random unskilled scorchlander recruits to spawn in the first place?
