Thievery is OP skill to begin with but leveling it normally should require a lot of training and being caught should be bad for your reputation.

I play on Experimental Branch [0.98.20] (don't know if that matters) and you can powerlevel Thievery 100% 'safe' + I managed to level 3 chars to 60 in 10 min playtime.

All you have to do is:
  • find anyone unconscious
  • put him in prison cell you made (can be in town building you bought)
  • strip him of all items then put on him item that has lowest chance to steal (body armor / 2h weapon)
  • Wait till he is awake then just steal item you gave him and put it back on him (if you managed to steal item)
  • Repeat till you achieve mastery
There is no danger in doing so, he don't react except "you were caught stealing" but that don't even raise alarm in town in this situation, prisoner can't attack you because he is in prison cell and you getting full experience.

Easiest change would be to consider Prisoner like game treat unconscious, make him 100% chance to steal, give no experience and/or each time you get caught stealing you lose reputation to fraction you stole from.

This is not an "exploit" per si. Prisoners aka "Training Dummies" are used to level all skills - any weapon, martial arts, stealth, thievery, all the defenses, etc., etc. (with mods even cooking xD).

What you are seeing as exploit is the "safe way" to train skills. The harder (and deadly to people who don't play saving the game every instant and living with the consequences) way is to use them in populated areas without proper training (it's death or worst). And - talking about "proper way" - you always level the first 30 points stealing shit lying around, not inside containers (because you don't get caught when using stealth and level the skill fast enough).

You forgot to say how many hours to "Repeat till you achieve mastery". If lower than 30min, sure is an exploit. But skills after 80 are kinda annoying to level, so I put my bet on "more than 5h" (or way more) of nothing but training your future RSI.
