Flotsam Ninja's Not coming to defend anymore

Hey guys,
I joined the flotsam ninja's and they used to help defend against the holy nation on a previous play through but on this playthrough im getting attacked by massive HN armies and the flotsam havnt come to help with +75 relations. any ideas?
