Where are toppers edge 1-3?

Absolutely all weapon edge 1-3 are available in Scraphouse... except toppers. Moreover, we cannot buy of find (loot) them anywhere in game. Only meito.

We can craft, but crafted topper edge 2 is worse then any other Meito katana, so it's useless.

Are toppers edge1-3 just forgotten to add in game, or that's how it should be?

Could it be fixed?

Edge 1 exists as artifacts in ruins.

Also, it's not the only weapon missing, Short Cleavers are also missing from the Scraphouse.

But yes, these weapons are missing and don't exist anywhere in vanilla.
