Is FCS v2142 Broken for Kenshi 1065?

I'm over 3,000 hours into this wonderful game but the Forgotten Construction Set no longer works as of v2142. Verified file integrity, but upon selecting "launch modding tool" option in STEAM, the FCS loads; but almost tabs on top bar are greyed out, preventing save editing. As far as I can tell, this occurred ~2 weeks ago when STEAM auto-updated the game from v1064 to v1065.

In-game shift+F12 option works just fine for in-game modding. But the save game editing and other modding functions of the FCS launched from the Steam library no longer seem to work.

Am I doing something wrong? Should I do a complete uninstall/ reinstall? Has the FCS been intentionally disabled by LoFi?

Playing with multiple mods, including Kenshi Genesis, but don't see how having mods active would bork the FCS. Any help to get FCS fully working would be most appreciated.

They're only greyed out if you have no mod selected. And the "open any" option needed for save editing is not one of them.

Unless yours is different, in which case you should probably post a screenshot.
