Each faction has their own town?

In game I've noticed that certain factions control/dominate different towns, such as the Dead Cats being dominant in and around the city of Clownsteady. Is this intended? If so, does anyone have a list of the factions and their corresponding towns?

it changes often, any list would get outdated soon. it seems to be an odd mix too, like the imperials own the outer town area of the holy paladin controlled shark

Yeah I know what you are saying, some factions control some towns, one may control the inside and the other the outside. It happens in Kenshi. Actually a faction controlling the outside and the other the inside may be considered a siege, but the gates wold have to be closed and a palisade wold have to be built.
