Where do I find these "jobs"?

I've been reading about jobs and joining military groups. Are these things implemented? If so, where can I accept said jobs?
I've played for so long and haven't found any of these jobs. Maybe I just don't talk to enough NPCs.

They are unimplemented with the exception of bounty hunting, where you capture a bandit with a bounty on his head and bring him back to a police station

Alright, thanks. I guess I'll have to be content with building my base then.
