Looting Off NPCs Who Survive

I've reached a point where I've been playing a game for 300 in game days, and of course when someone falls I take their items. Bandit, Police, Trader, ect. Well I've noticed this does not harm your rep with them, which I think should since you are taking their stuff, but the main thing i've noticed is that when you strip them of all their gear they will continue to run around in the buff, never obtaining new gear.
So the main point of this post is that i'm wondering if this seems wrong, but really hilarious.
This post is dedicated to Burn, a traveling merchant that fell in battle so I took all his stuff, and I have seen him running by my outpost naked ever since.

i've been following aorund ninja's and Outfitting them all with better gear, i wait till they get knocked won, then give them Assasins armor 2, Armored hood, blackended chain shirt, And Boots. and a edge type 5 katana. lol

in one of the updates, the dev mentions he plans on putting in faction relation effects for you having their uniforms (I think their sale value has already been reduced?)

I have noticed a glitch, whereby if you set to loot a guard who is down and he gets up before you get to loot him, you can nab all his gear while he is standing up and guarding and they don't react... very odd

What i was trying to get at here, is how NPCs never get refitted. Once their gear is looted they just run around in the nude indefinitely. Seems odd as far as gameplay goes.

First time I saw this I saw a sand ninja with a tin can helmet in his underwear running from hungry bandits, almost pied myself, then up the road I met a trader with nothing but a sun hat.
