Athletics Modifiers on Armour

So I was curious exactly how modifiers affected your character so I did a little testing. These were my conclusions:
So after countless seconds of running, I have discovered that it seems you start with a base of 60 run speed and then I grows by 1 every 2 athletic levels you gain. Though I assume that your actualy running speed increasing according to your xp amount, similiar to how you get stronger while carrying things even though your strength level hasn't changed yet.
So now my question is why doesn't Police armour modify my run speed correctly? or what variable am I missing in my formula?So after many more seconds I have discovered that though the item description claims to affect Athletics, it actually affects your run speed directly.
Example:
My character "Maggie" (sweet girl, can't believe I'm performing all these test on her, she really doesn't deserve it. No matter, it must be done in the name of science) has Athletics level 22 and a maximum run speed of 71 with no clothes or armor, except for a sword of course because it would be silly to run around the desert with no sword. When I put on drifters boots (standard grade) with a athletics modifier of 0.97x I end up with 68 for a maximum run speed.
Now by doing simple math we find that 97% of my 22 athletics skill would leave us with 21.34 which would result in a maximum run speed of 70,(60(base) plus A/2, rounded down. where A = Athletics level) which is not equal to my current displayed run speed so that is not how it is calculated.
However, if we take my naked maximum run speed of 71 and multiply it by 97% we end up with 68.87 which displays as 68 due to rounding. Which is the same as my in game displayed value.
When I put on my Chainmail (Shoddy grade) which an Athletics modifier of .94x my displayed value turns to 66 which is correct according to my formula. (71*.94=66.74 rounded down)
However! If I wear my Police armour which also has an Athletics modifier of .94x I end up with 67 as my displayed run speed, which shouldn't be correct unless I'm missing an unknown variable somehwere.
