Characters Travelling Between Outposts

-------The Issue---------
So I've set up multiple outposts throughout the game and what I've noticed is that, if outpost #1 has no raw stone, then the respective character would travel all the way to outpost #2 to pick up the stone, as opposed to mining the stone mine (with job list setting as 1. Process stone, 2. Mine stone)
Similarly, if I have a character at outpost #1 who is assigned to the engineering task and I ask one of the characters at outpost 2 to start construction, the outpost #1 engineer will travel to outpost 2 due to the "engineering" task.
Essentially the AI is processing my multiple outposts as "one big town" and travelling between them to do tasks despite the distance.
One would think that, when you build another outpost far enough to name it + have it show on map + have it count as its own town, that your characters wouldn't associate with the other town and keep their job list / business within the town that they're "stationed" in.
Was thinking of putting this in the bug section, but it's not really a bug is it...?
