Best armor/weapons to use?
Against the cannibal heavy armor is the best by what i read around, about the weapons i would say try to variate, from some heavy hittes and fast hitters, fragments or planks and some katanas i guess, someone will give better options in the weaponry departement.

Myself I use the karuta zukin(actually changed to paladin helmets but you cant craft those), leather turtlenecks, samurai clothpants and leather coats. Since cannibals use blunt weapons there is no real reason to use chainmail since the leather shirts have better blunt protection. You could try the heavier armor but it has low coverage and slows you down.
As for weapons it doesnt really matter. The Cannibals are naked so any edge weapon would work. I use mostly Nodachiis edge 4(same dmg as 5) some ringed sabres and 2 heavy weapons(plank and fragment axe). Since cannibals lack protection maybe the most effective weapons would be the light katanas but i havent tried.

For weapons, it depends on the stats you want to level up. Use heavy weapons if you want better strength, use Toppers if you want dexterity. I recommend toppers because there are rumors of it being a better defensive weapon. I do not know if its true or not, however, I can verify that it WILL hit multiple targets at once more then most other weapons(fragment axes and planks are good for this too)
You might want to look at mercenary leather armor(blueprints sold in catan). I think it has the same blunt protection as the plate, but weighs less. I haven't made any yet, i might later just to see.
If you do go the two handed heavy weapon route, then you will need a lighter weapon in slot two just in case your left arm is crippled. You should also pick all the cages in the camp to grind lock picking up too(you WILL end up in a cage).
As for chain mail, keep in mind that despite the -1, it does offer 100% protection on the arms, this is useful. Especially once your toughness goes up, Right now i have a 70 for toughness and a 2 natural armor bonus on top of my chain mail, so my arms are not crippled as much.
Your biggest concern is your head, as they tend to hit that more then other factions, and that will be your main reason for being koed. I have had limited success with helmets for this.

Where do you get your toppers? I got the impression they are still uncraftable.. So a fucking chore to find more than 10 toppers of quality. Did not know about ther merc light armor thx! Too bad i think im at war with that faction...
Also Leather turtleneck has 100 100 90 90(chest stomach R arm L arm). Which means arms are pretty well protected anyway. Though -1 combat is negligible anyhow so might switch to chainmails.

a good set is what you like playing as.
me i like light armour so i can move fast.
but i also setup some of my characters as tanks and mediums. the change them around so they can cross train in any armour and weight class.

Honestly just use whatever you like. That's what I do. I use a mix of weapons, like a couple are specialized for heavy weapons and some others light fast weapons and others have more 'safe/balanced' weapons like the Topper. Also my armor is mixed between heavier armors and lighter armors worn at the same time generally. I also have a lot of spares in storage in order to equip different characters for specific tasks. For example later if i need someone to be a spy , thief or assassin i will equip them with light armors and weapons... then upon mission completion and returning home i will re-equip them with heavier armors/weapons. There are indeed some armors that are inherently better than others i think, but do not concern yourself with such things. Just use what you like and want... or find. If your characters are skilled enough equipment does really matter.... except maybe a weapon... good weapons i find are far more useful than good armor. Though both are important of course. I'm kind of ranting now so i'll shut my chomper... but really just use what you like.
I just started to train one of my men the stongest on the fragment axe in my arena. It is a slow moving weapon. But one hit and half a limb on a hungry bandit is gone. Can disable them fast and then take them out some times with 3 hits. Did not know if they would ever use there second weapon. My guy with the axe lost his ability with one arm in the arena and went to the ninja blade i had in his second weapon slot thought that was cool to finaly see. The topper is a nice weapon put it on 2 of my guys that was showing great ability and skill with the ninja blade. Remember though it says it is a katana it is a hacking weapon so you might want to train your guys skill up on it before you go canibal hunting.

Your characters will use what ever weapon has the highest damage. So he/she will use an edge 5 topper over and edge 5 light katana because its slash damage is higher. Currently there is no way to dictate a primary weapon.
The exception would be if your arm is torn to bits. Using a two handed weapon such as a fragment axe becomes impossible so the character will then switch to a weapon capable of being used in one hand such as a ninja blade or katana.
