(Police Chief Mod) Negative money fix and more!

For while the negative-money bug exists
There's been a lot of people complaining about having negative money amounts
and resorting to memory edit programs to fix them.
Now it's simpler!
This mod adds some services to every Police Chief, seen in police stations.
You know, the guy you take bounty targets to.
If you have the bug, talk to him and he'll offer to fix it for free.
You'll end up with just 1 Catan Credit.
He won't mention it if you don't have the bug already.
For funsies:
He also lets you donate one of 3 amounts to the police force,
increasing your relations with their faction.
(1000c, 5000c, and 10,000c)
Each one raises their disposition to it's own cap,
there's no point in donating smaller amounts multiple times.
Keep in mind he won't offer either of the new options if you're carrying a criminal,
in which case nothing's different.
