Ok. I use ipad, so i cant upload my mod, thats why i make small guide.
1.open construction set and make new modfile, then click "load" and pick your modfile and gamedata.base.
2.pick "buildings", find training dummy mkIII in right menu, double-click on it.
3.in opened menu, find "output rate" under "tech".
4.right from "output rate" there is number - change it as you want. This is max. level which you can reach on this dummy.
5.close menus and save mod.
6.in data directory find file mods.cfg, open it and add your mods name. Save change, close file.
7.???????

Actually, you can easily ruin balance if your set too high number, or change mkI dummies, which are avaiable in practically each town.
So, if you dont want to ruin balance, you should mod only MKIII dummy - you will obviously have to upgrade your outpost and homies. Surely, one of your homies will have at least 25-30 lvl, so, if sparring was avaiable, this homie could train your other homies to his level. Thats why i set output rate to 30.

I think that realistically, an experienced warrior could only train recruits to about have his own skill, the rest must be learned through blood, sweat, and tears. The skill of the trainer should also be taken into mind, not all warriors make good teachers.

I believe there are multiple topics related to dueling and sparring on the Feature Requests board.
It will likely be added in the future, just guessing by how popular it is.
