Just posted a W.I.P article for how to make a new town on the wiki.
http://kenshi.wikia.com/wiki/Modding:_New_Towns
Would highly appreciate it if someone would touch it up, I'm not very good at explaining how to do things. If you have any extra questions, or questions on anything that might be needed to be added, let me know.

I am a bit perplexed when it comes to NPC's before I start considering you mentioned manually palcing them is a bad idea. Do buildings just spawn their own respective NPC's?

Edit: Nevermind learned for myself first hand the building spawn the troops.

Double Edit: Seems to be a weird post width limitation? I'll just post the links.
Success!

I did modestly though my team mates were a real let down, half those kills were mine. 2/3rd of my team bled to death further disappointing me. They could at least of had the dignity to stabilize.

It was rather entertaining because I built this town with a lot of patrols nearby. They spent the first thirty minutes battling dust bandits and Imperial Lords. I also discovered certain merchants are badass.

I am having a problem placing objects. After I place the town marker, it tells me my object are to close to town to place. This was repeated until, I found a house that would place. Now I am trying to delete it and if I right click on it the game crashes. Icons are blue in range of the town marker and cant be placed, farther away they turn green but placing them will crash the game.

What am I doing wrong?

I have the exact same problem, when i place a town marker, i can no longer place buildings in that area. The game simply tells me that the building is too close to another town. When infact no other towns are near me

I'm also having the same issue as randomtask when trying to place buildings. Town marker places ok, then I select building => outpost. The outpost is blue coloured but says too close to town when left clicking to place.

Any help would be much appreciated.

Cheers

you cant place your town close to an npc town or outpost, if it is blue it means you are too close to an existing structure.

If it is just an outpost/ trading center I just used shft f12 to move the location of the trading post away from the area i wanted, I dont think that will work with entire towns though.
