The quality/damage of weapons and armor should be determined by the skill of the craftsman making it not research, research should just be used as a basis for learning ideas for new items unknown. Quality should be determined by a combination of engineering, science, labor and a new one craftsmanship, improved by shear repetition (practice makes perfect)

i agree.

research the basics of each item, then let crafting skill determin the level you can make.

I partially agree. Keep in mind armor and weapons are handled separately.

Armor wise, yes I would like the quality to go up based on skill, and of course that means the stuff you make at first would be barely qualified as vendor trash. Right now the skill only counts toward speed. It should still affect speed too, but maybe not as much.

As for weapons, the weapon's damage output is a factor of model and maker. The current method of getting new models as you go along is fine as is. The model determines baseline stats for the weapon and the maker determines multipliers. But the weapons you make are "Homemade" which means 1.0 multiplier on all base stats no matter your skill. This should change on weapons.

While still working within the current system, you could have different versions of "homemade" that the weapon bench could choose from - based off the user's weapon smithing skill level - that might vary anywhere from lets say 0.6 to 1.4. I also wouldn't half mind a smallish random factor either - such that some blades are just going to turn out better than others.

I also sort of wish armor was like weapons in having models in addition to quality. Why can't I have a Mercenary Armor MkIII? Most of your existing armor could be declared as some middle-of-the-road model armors.
