Essentially what i am proposing is a new "non-combat" weapon, goes in the belt slot and changing the stealth kill option into "stealth attack"
dagger should be 2x2 in size(to fit in the belt slot) image is diagonal to give as much length as possible so it doesn't look like a stub, has item quality which affects damage done. Optional: the shinobi thieves should have a boss's boss with the cross quality dagger.
Option to stealth attack is greyed out or missing with no dagger equiped
It is only used when selecting "stealth attack", stealth attack when successful deals damage to the head, chest or stomach with no chance of blocking or dodging, but armour and toughness do reduce the damage, cannot be used on unconscious characters, but can be used on sleeping ones(ignores armour on sleeping ones), just like regular knocking out.
Failing it causes the enemy to push and stumble you, giving them a solid chance of retaliation or escape.
Succeeding an attack causes them to stumble instead, if the target is not incapacitated you leave stealth mode and a regular fight starts
assassination affects success chances but are inherently lower than knockout chances
Ideally, with high skill(90's), and a quality weapon(edge) you should take out incredibly weak targets in one go(fogman, s crawny cannibls, starving bandits), while most targets with have a chance to live, call for their buddies, and even fight back, also allows it to be done to the player without outright killing them with certain enemies(blackshifters with a large casino debt for example, or people you have betrayed wanting poetic justice)

Is it being suggested one not be able to stealth attack without a dagger, or that you cant regular attack with a dagger? If so that seems a bit limiting. Maybe just have daggers and smaller weapons have a good bonus to sneak attacks and be almost useless for regular attacks? Sorry if i missed something

Daggers can be used in combat, and have been throughout the years of war when all we had was iron and steel. A dagger could get a more precise jab through armors and was better in general for close quarters. Having only sneak attack with it would be pretty silly, to be honest.
