Why do only backpacks offer storage space?
Why not give any clothing item to ability to add storage space? This can be a great way to add value to the lesser armor pieces. Some of those pants look like they have deep pockets, and surely the dustcoats have room for lots of pockets. You can give existing clothing/armor more flare by adding some pouches.
