Firstly , I get that this post may not be in the right area, However, this should be in the game.
I propose to not only formalize bug reports so that we can see whats been fixed and what has not and make updates as needed, BUT to also have a bug report feature in-game possibly with screen capture, + the ability to search for bug reports by topic (think searchable drop down) + what versions the bug was reported in.
I'm sure there are more things that could be added but the game is in DIRE need of something like this
Formalised Bug reporting

feature requests
and pretty much everything you have said, can be found via the search option.
Bug Versions. where the originator ( or Mod ) of the post can edit their title to change it to the current version already.
F8 is screen capture and steam its F12
as for bug fixes.

The game most always creates a crashdump so people can upload it to the bugs section in the forum.
now as for regulating and cleaning up the reports, it does help if others place them where they belong. and when needed, us Mods can move topics or merge them together to keep the forums as near as neat as we can.
The primary tool here is the search window. just as it is on the steam Forums, but alas, most people do not use it so we get 50 million posts.
Nice idea but when humans are involved. near impossible to enforce

One thing I'd add is: there is getting to be increasing utility for subforums in the bug forum. May become neccessary before too long.
I've resolved to tolerate far less bugs given we're up to .47 already. Once the new map/navmesh is ready, I for one will be carpet bombing the bug forum.
eg. crashes; graphics/hardware; stuck/pathing; items; skills; furniture/structures; whatever...
As a black-box tester I'm not really sure what groupings are important but you get the idea.
Edit:
An important thing I think the OP is suggesting is automating much of the process. Pre categorizing and formatting reports with a standardized report interface ingame. Will perhaps lower the quality of reports, but every one will have solid data attached, and there will certainly be more of them.
There are bugs, TONS of bugs that I just tolerate at this time, heck many I don't even notice anymore I'm sure. Is it a slump that I've fallen into that will hurt later fine testing? Maybe. New blood that can see and report this stuff without a half hour of forum training may be helpful when the time is right.
