Dismantling Action Refunds Building Materials

I didn't see much of this idea, let alone fleshed out.
As of 0.50, I don't have any incentive to dismantle my past bases. When I choose to relocate, I produce a lot of building materials and leave with the knowledge that the old base will stay intact and safe, even with no walls.
If dismantling structures refunded a portion of the build cost, passing bandits would have an incentive to tear down abandoned bases. Likewise, the player would have an incentive to not leave their primary base unmanned/unwalled for too long. It wouldn't be as harsh as one might think. It takes a while for a non-engineer to dismantle something. The structure will probably turn into a pile of building materials on the ground. Even then one person can only carry 3 building materials without a backpack.
The exact refund amount would be up for debate. A 25-50% refund? Or a specific refund per structure type. Beds, for instance, may reasonably be a 100% refund. Buildings, not so much. Crafting stations would probably refund quite a bit. Generators may refund a bit less, if you abstractly consider cabling that was laid. Basic mines, almost nothing, but the semi/fully automated ones could refund more.
If you go with the type-specific refund, then it becomes a relocation tool for things that reasonably could be relocated easily (interior items, crafting benches) and simply a small incentive to dismantle old bases for the more permanent items (mines, generators, refineries). If you don't dismantle, someone else will!
