i think there should be a faction devoted to technilogical advancement in the game and a faction who wants to destroy all technology and live in the old epoch

Roadmap states this is currently being worked on:
Faction AI and interaction with your hometown, so for example a major faction might send a diplomat offering trade or demanding taxes, bandits may send a squad demanding money or goods and threaten to come back with an army etc.

It is possible to mod additional factions into Kenshi, if I am not mistaken.

Also, I would suggest changing the title to "Technological Factions" or something more relevant as your post says nothing about technology other than technologically influenced factions.
