I'm translating the game into my language, but I'm wondering where I can find the tips on the loading screen to translate it?

Doubt you can use the official translation systems. But you can override the file they are in easily enough.

They are stored in a file called tips.txt here:
Steam\steamapps\common\Kenshi\data

To override it with your mod, add a file with the same name to your mod's folder, right here:
Steam\steamapps\common\Kenshi\mods\Your Mod

In your tips.txt file, you can translate and replace all the tips within.
