The thought of raising a 14th guy with 1 in all his stats to be a serviceable fighter isn't very appealing.
Can you dismiss a party member, even with editing/cheating?
I imagine it should be possible to send them to their death and hope they bleed out, but is there any way to remove a party member even if it involved using cheats/debug commands or an editor of some sort?

Are you kidding? A guy with 1's in all his stats is the best kind of guy to have.. Reflect on that for a moment, then rejoice that your creative freedom is still yours with kenshi. In other words, it would be grimey of the dev to throw a character at you that is already established. Take that blank slate and mold him into whatever type of character you want him to be. You have a fast forward button, ffs.. Character creation/development is a big part of this game imo, you should take advantage of it.

.... I have been. But with some more bars I haven't visited yet I was curious if I should pick up a few noobs or wait until I visit more bars and see if I can get guys with some combat skills.
Right now I have 18 guys and just 3 of them started with any combat skills at all. 2 or 3 medics, like 4 engineers. The rest are the regular no skill guys. I'd say a rough average in combat skills of my guys is around 22. With my best fighters being the the 30s and 1 or 2 guys below 15. Even conquering a Holy Empire town and fighting an on going battle for an hour real time(they kept getting up without medical help, over and over) has had a relatively minimal effect on their skills.
I now have 4 skilled medics, most everyone is 40+ engineer and labor, some much higher. I have two guys with 90+ science. I have two 50+ weapon smiths.. Right now I need good soldiers.
I have built a city and researched most things, and was looking for some action. I've spent hours and hours and hours working up to what I have.
Regardless, it is not unreasonable to request if it's possible to get rid of undesired faction members to replace them with better ones. Clearly it should be possible to do, so I don't find anything wrong with getting it done in a different way if it works and is possible.
I'm not quite sure where these magical better guys are coming from? There's a lot of good ways to train new people to do whatever, if you have a 20 man squad you don't necessarily need to combat train them all of them either, at this stage in the game having one or two guys with good stats is enough to come out on top in most fights with your side guys just leveling organically overtime if you want to put them in that situation.

I was just wondering if it was possible in some way to dump poor faction members for better ones if you found them in a bar and wanted to hire them.. I'm unsure as to what is causing such confusion.
Dismiss yes/no that's really all that is going on here. It's quite simple. I'm just asking about something in a game, not saying I'm going to go steal candy from babies and punch nuns so I fail to see why I'm getting negatively charged responses.

As far as I know you can only let them die at this point, no dismissal. Its no problem really as bars repopulate when you start new game with imported squad so you can always hire new ppl again.
As for hireable members I have found a medic/researcher an engineer/labourer and also a fighter with all weapon skills at 10 and higher strength + ofcourse the good for nothing cheap guys.

There's no way right now to just dismiss a member,
simply because the dev will probably add that feature somewhere with squad management, so adding it now alone (plus other small features) would make the game a bit messy
(like adding one bouton for member dismiss then one bouton for... and you end up with tons of boutons on the UI that will be deleted anyway at some point in dev).
If you happen to come across "infinite wingwang" in a bar, take him (not for 100k cats), he's pretty strong
but hard to find...
Now if you want to remove a char by modding, here's how you can do it (2min tops):
1 - Decide who you want to kill. For me : i want to kill "Lars"
2 - Go to install folder for Kenshi. For me : D:\Games\Lofigames\Kenshi\
3 - Open "forgotten construction set"
4 - Click on "Open any"
5 - Open "...\Kenshi\save\quicksave\platoon\Nameless_0.platoon".
6 - Now look up the ID number for the guy you want to be dead. For me : Lars has the ID 98
7 - Scroll down and find the "0" with the same ID+1 For me: that's ID 99
8 - Double click on the "0"
9 - Find the entry "dead" and change it to "true"
10 - Close that window
11 - Click on the save icon
12 - Close everything, your char is dead now. Poor Lars is dead now for the sake of testing this out

Nooooo! I found this out too late and decided to start a new game instead. Half my squad was stuck in some limbo where they were no longer bleeding out nor were they recovering. On the plus side, in my new game I found the "Infinate Wingman"! He was stuck on the bartender and I had to jiggle him out a bit but he was well worth the 5000! You have to play a bit of a dialogue game and you can get him for 5000 instead of 100000. Isn't it Infinite Wingwang? He charged me 7500 because I wanted to change his name. 
You may be right about the name. I took a quick glance, saw the name and instantly decided I was going to change it! Also, even with the name change it only cost me 5k. I know delivery sentencing for grabbed bandits will be in at some point. Then you are able to use his or her heads being a football. Utilizing it on your own loyal get together people MIGHT be somewhat tyranical.

you dont need to kill him, just remove the Line (or 2 lines) with his name and also the +1 ID where you click on the zero to change his status
->removes him from the game

afterwards the screen with the character IDs may be empty - just click save and reload the save-file in the construction set to check whether characters entries are gone
