Ive reserached CHAINMAIL and RESEARCH BENCH and upgraded them, bought and learned the BLUEPRINTS but i can make CHAINMAIL, i travel to other cities to buy all kind of materials and i cant to make a CHAINMAIL because it doesnt appear in the crafting list.
There are definitely blueprints for the Chain Shirt and Chainmail in the game...I've found them in Catan and Brink and around there. Also, depending on which starting scenario you started your game with, some blueprints may be...unavailable to you. Fragment Axe blueprints are only available from Holy Empire Weapon vendors...for example. best bet is to save your Cats, then have one of your fastest runners make a tour of every city (you can get into) and search every shop for all the blueprints.
I should make a roadmap of what cities have what blueprints like someone did with all the armor blueprints, but if Chris decides to throw some RNG loot and stocking tables for blueprint distribution, it'd be worthless anyway.
Besides...it's FUN to explore.

Could be that you have scrolled too far down in the crafting tab. For example if you had scrolled down looking at your craft-able weapons and then switched to your chain Armour crafting bench then the game does not reset the position of your slider. Scroll back up and you should see chainmail then.

Wiki has about a 80% update on all Armour and blueprints currently in the game. You can get some additional stuff by using the construction set. I was able to confirm the location of everything by looking into each Trader's 'trading stock' and see what they were able to sell.
Edit: after re-reading one of your posts I know the issue. If you travel to far away from your outpost or a town where you have a crafting bench you lose your list of craft-able items in the crafting tab. When you return to a certain proximity to your outpost that list will become available again (if it's not the issue with you having scrolled too far down in the weapon crafting list).

it is definitely in the chain armour crafting bench, i checked with forgotten construction set (database)
how to craft:
1. research "Level 4" to allow you to research "Chain Armour Crafting"
2. research "Chain Armour Crafting" using "Research Bench IV"
3. buy the blueprint for chainmail
4. research "Chainmail lvl 1", research lvl 2+ for better grade
5. you'll need 5 fabrics and 5 steel bars (i don't know why it doesn't consume "chainmail material" instead
