I've recently hired Ruka and Green, and the game didn't let me to edit their appearance upon joining. Is that ok?

Perfectly natural. When it comes to dialogue in Kenshi, there are two conditions with the recruitment option: fast recruit and normal. Most NPCs you find are the latter, which allows you to enter the editor and change them. Fast recruits can't be edited, and join your squad immediately as they are.

That being said, it would be very easy to make a personal mod changing the recruitment from fast to normal on those characters... something I'd consider doing if my computer wasn't without internet all week.

Ah, ok. I just got completely used to editor after recruitment, and never met fast join before. Also it didn't seemed logical to me. No question would arise if fast join would be applied to unique characters, it makes sence if someone has spend some time editing the character and want them to keep that appearence at least for a while, but then i picked Stubs Momuso, and he allowed me to change his appearance.

This all is not a big deal, and i'm not complayining in any way, but am just curious about the logic behind that, if there's any :)

Personally I'm not sure what the logic is. I think every unique should be a fast recruit based on the fact they're supposed to be set characters with set personalities. It might be that fast joining was a feature added after some uniques were made so they didn't go back and change the old ones, but I doubt that.

In some cases, like Infinite Wingwang, the fast join did not exist yet I believe. In others, like Stubs Momuso, the dialog looks like it might have been initially intended for a generic recruit (It's named "Hire me Outlaw 3000", which is remarkably similar to generic recruit dialog names). Others could even be human error. Wouldn't be hard to select the wrong join effect and not notice.

But I agree. In principal, I think uniques should not have an edit when they join.

I disagree, having the option to edit or not the recruit is always better than not giving the option at all.
It's about free will and how you want to play the game, isn't what Kenshi is all about after all? ^^

And removing the edit on recruit does nothing to stop you from editing them later on down the line with a surgeon if you feel like it. All the preventing the edit on recruit does is allow people who don't even realize they are recruiting a pre-built character with a backstory, personality, appearance, and most importantly a name, to use the character as they were initially intended.

For example. Let's say you recruit Griffin, and then not realizing he is anyone special, customize him and rename him to whatever you want. Then later down the line you're triggering his special dialog all over the place, which refers to him as Griffin. I'd personally find that fairly intrusive to my enjoyment.

You got a point here.

I said that mostly because i'm often disapointed by NPC writing in game, i found them way too uninspired and "video game" friendly in their writing most of the time.

To be honest I played Kenshi only 45min, I closed the game and said : "Ok this game got a crazy potential, let's see what mods i should take"
And Oh boy... I don't even know where to start now xD
I told to myself that i should wait to see more "overhaul" mods or update before really starting to play.
