It keeps coming up whenever I prospect but I have never found a trace of it (or for that matter a use).

Right now? Nothing. You can sell it if you find it as an item, but it isn't implemented yet.

For the future, it's probably how you make steel.

Or probably a fuel for most efficient generators, though refining steel does happen to need carbon to alter its properties, but since steel is necessary for Skeletons as part of repairs, it makes spots for Skeleton-run outposts a lot hard to find.

I suspect that it will be somewhat common.

There are a lot of resource looking blocks that are scattered around the map. I suspect that those are carbon blocks that are not implemented yet.
