Any actual user created content yet?

I've been to the mod forums but it just seems like a bunch of unfinished projects or horribly outdated ones.

I've seen plenty of user created content on there, and I haven't even explored modding in the slightest.

I know there are posts that increase bandit patrol size, new bandit unit types, add new NPC outposts, new dialogue for different NPCs, as well as introducing new, unique NPCs to the world that carry certain gear.
There should also be a couple user-created weapons as well.

creating original content for a game in Alpha is difficult to say the least.
Alot of modders like to make their piece and leave it at that.

New content can break player made Mods so making it difficult to keep all of them relevant.
Simplest mods that are easy to update are about all that you will find at this time.
least until the game finishes.
