I've been having this issue for a while, and i thought it may just be due to animals wiping them out, but this isn't the case... Ive played upward of 40 hours in the last week or so and this has been a continuous issue, regardless of imports, new game, and even verifying integrity. That being that there are no humanoid patrols anywhere. I thought at first it may be due to using a 4 nest slider and they just happened to be being wiped out before i saw them... But no. They are just not anywhere.. I can scour the desert on 1/1 or 3/4 setting and run into the very occasionaly squad of bandits, and traders, but there are no cannibals, imperial samurai, or holy nation patrol squads on the map. They still exist in towns as guards, etc, but no patrols. It's just a barren desert of beakthings and dogs.
I typically build my base on the large flat area around the cannibal camp for some good fun, but have been deprived of that joy. I did at one point go over the cannibal camp and find a massive clump of cannibals, but i am assuming those are the town spawned squads rather than the patrols. They also act a bit dumb, in that they just all clump together running around the center of their group like there's some ritual going on and it requires everyone to be brushing shoulders... uh.. yeah.
I found that even if I attack them, they pretty much ignore me, albeit the very occasional solo rogue of the group that decides to actually lift their weapon, but aside from that, it was pretty easy to knock them all out..

Come to think of it, i can't say i've seen any holy nation or implerial samurai patrols since .70. I'm pretty sure i've seen cannibals though..

I'm not sure I've seen many patrols either aside from the squads that are modded in. I've seen plenty of them. I can't say I haven't seen ANY vanilla squads since 72.1, but they have become quite a rarity even before I starting modding more in.
Now I have had an issue when importing a game that the NPCs don't do anything. Even my guys do nothing unless ordered. No one fights back either - I could conquer the world unopposed! Saving and reloading fixes the AI behavior. But I am fairly sure this has everything to do with me tinkering in FCS rather than being a bug in Kenshi. I have found plenty of ways to epically break the game with FCS
My personal favorite unintentional change is a towns getting swamped with hungry bandits that don't attack anything and belong to the "wildlife" faction... I'm not sure how that happened.

This happen to me, too. First I installed the normal (stable I think) version I played it and had one raid after another.. It was frustrating but challenging. And I built a base slowly and good.. after I read something about animals in the experimental Beta in steam, than I got this and now..
A raid of dust bandits or starving bandits are really really seldom (In my current game 0 until now.. 10 hours). But I found them.. stuck in the mountains stuck at a walls (Bandits or dogs one side and guards the other side of the wall. Some times Bandits or dogs stuck IN the wall and the guards cant reach them. So all the agro is on that dog, for example, in the wall and the rest of the city got raided by bandits (an other group). And if want to help the guard by luring the dogs around the wall... they do nothing. The dog killed my people behind there backs and they all are agro at the dog in the wall... somehow I understand this. I wouldn't like this either a dog in my wall.
But a possible solution. A max number of NPC´s on one enemy, 5 for example. 5 guards attack an enemy from 5 sides. All the others are watching or going on other enemy's.
And They should have something like a timer. If they dont reach an enemy within a certain time they change the target or lose agro. Also NPCs stuck in walls should disappear or die after a certain time or respawn at the spawn point.
Also the dogs a ways to strong I think.. if you think not than give the player and the town guards the possible option to kill the dogs while laying on the ground. after they wake up they attack and are very dangerous again. Nobody would let this creatures alive in real life.
And give the NPC the warp ability when stuck for a certain time warp few meters further and so on until the path finding is ok again. Because often NPCs stuck in positions in the mountains where they never can move away from... and they, in my case, have had the agro from several Dog groups... I could go to the dogs and touch them and never get agro from them.
This with the path finding is the biggest problem for me right now. Also that Bandits and dogs hunt me across the entire map... this shouldn't be I think. They should give up after a while or throw something in my back or between my legs. AND.. really important thay have to split up. In my game they go agro on one of my guys and if I let him run he lure the bandits with him even if the bandits enter my town... they are just agro on this one Char until they have reached him. Not every time though but often (when I get raid)
What about dogs? Not this freak dogs in the desert but dogs for bandits who hunt you down instead of the bandit following you right in the arms of the next town guards. Just a suggestion.
Ok not just bug report but I hope it will help for a great game.
Ps. Some time The game crashed after I confirmed new buildings to build, in the last case a few different buildings of different kinds. Also if I double-click on an char who is far away and the camera jump to him... here The game crash sometimes too. Seems to happen when the game use instantly a big amount RAM (Memory? dont know if this the same short-form in English)
Also sometimes When I build a wall... NPCs an my chars jump like hulk over the walls on certain positions... They dont need to use the gate they just hop over the fence.
