Happened a couple of times, it fixes itself when reloading, no savegame useful, here's a painting:

As you can see the selected character has a stealth of 1 and the npc is staring directly at him, still he can't see him. Not limited to that particular npc, no one can see you when this happens.

[EDIT] Darkness didn't matter.

Update: darkness did matter but sneaking from darness to light would not change the visibility, this is fixed.

Now there's still what to me seems to be a bug: if you are in darkness you are completely invisible, no matter the distance from npcs, no matter your skill in stealth, you just can't be seen.

Are we also talking about standing still while at it? Because if it's pitch black, it doesn't seems illogical.

Have you try to steal something? Sometimes the "sneaking eye" says that you are hidden when you are not. At least it happened to me several times (the "fake" sneaking eye).

Probably moving should factor it, but yeah, we are talking about being 100% undetected in darkness, moving or standing still, lockpicking or stealing, wearing white or black. Npcs just get blind when you are in darkness, ok it should make sense in some cases, but there's no balancing in it right now, there's no difference between npcs (well, animals seem very aware) in ability to detect a sneaking character, there are buildings with too few lights. It sould be just a natural thing, independent from dialogs or whatever, maybe perception could be used as a skill to detect stealth.
