No Wind in Mongrel

I am going to put this as a bug, as the devs recently said that the current map is pretty much complete, so it may be an over site or something they are not aware of.

Mongrel is powered by wind gen but has no wind. Mongrel may need to switch to fuel generators or perhaps they devs plan to separate town and player power (no more free power). As it stands if you buy property in Mongrel, you 1st need to power the whole of Mongrel before you can power your own stuff.
