[0.93.12] Mercs no longer patrol outpost.

When you paid mercenaries to protect your outpost, they used to patrol your outpost and the perimeter, which was pretty cool but since [0.93.12] they no longer do this.

Could we also have a option to pay them indefinitely and then cancel when we want.
