men will not move when ordered to do so..sometimes men will just be standing around idle..Npc aswell.
game does not crash tho..

seems to be one of my save games,even after importing

rebuild your navmesh
Ctrl + Shift + F11

then if they still don't move. pick them up and drop them. one of the two usually fixes them.

Only thing that worked for me was to delete all the walls,gates,ramps i built and then rebuild mesh,save,import.
