Lo-Fi Games

i don't know if this is necessarily a bug per se. but i am trying to mod shops, and it will not seem to work.

im loading new games each attempt to insure that the shops are resetting, but whenever i make changes as simple as increasing the money a shop has, it won't change anything. i have tried changing its inventory or inventory count and it wont change anything.

i have spent two weeks on this to no avail. anyone having a problem like this and managed to fix it?
