Public/Private House Setting

I bought a tower in Worlds End and am having problems with tech hunters entering my house and using my work bench, one even used my bed. This isn't a terrible problem but when I went to change the house setting from public to private it would not uncheck the public setting. The house is the one closest to the tech hunter HQ.
