[not a bug][0.95.17] found a particularly crowded shop

I found a trader shop in Admag with 22 NPCs in it that were not the trader. Screenshot below. I am not sure if this is an AI Bug or working as intended, but it sure was by a magnitude the most crowded shop I ever saw.
- 4 PCs, 23 NPCs in one room and no fights.
