Where Megan is standing, The Mechanical Shop within Blister Hill. The Owner never sleeps because no one can get to the roof. I only found this out because after stealing enough of his stuff during the days, I went in during the night & got busted as he was standing at the doorway waiting for me to come in. Here I thought he caught onto a thief nicking all his stock daily, that he'd just wait me out haha but it's a bug. I can't even get to the second floor...to nick more of his stuff..
