[0.98.4] UC taxmen bashing down gates

I am unsure whether this is intentional or not but i have noticed that whenever the UC taxmen decide to visit my base when they find that all my gates are locked they will attempt to break one down.

This has the side effect of flagging the samurai as criminals which means that I can attack them with impunity.

Could it be made that the samurai simply get impatient if you don't talk to them so that you at least have time before they attack your gates.

As an update I have noticed that since neutral parties visit your base regardless of private or public access (mentioned in another bug report) if there happen to be slave traders in my town and the united cities samurai notice them they will attempt to break down the gate in order to attack the slavers.

Probably unintended.
