[0.98.17] Can't enter specific buildings in towns

After the last update, my characters are stuck inside/outside of various buildings no matter the town. I tried to import and to even make a clean new game. The issue persists!

Did you try CTRL+SHIFT+F11?

Yeah, that fixed the issue but it's a rather bad update if things get stuck like this! And it seems the ctrl+shift+F11 works only on the loaded areas.

Eh, last couple of patches had this issue, I can't speak for devs, i was just giving you a quick solution so you could play.
Yes it does only fix loaded areas.
You might upload a save of the corrupted areas so devs can look better at the problem.
