I can only get near them but not inside them due to the constant crashes. I tried it with both Stoat and Heng, getting near both crashes the game every time.

Yeah I'm also crashing around this area too.

You have a corrupt file (police_sign.mesh). Validate the game cache to fix it.
The validation does sometimes fail to fix this file for some reason. If that happens delete the file then validate again.
