Medic function not working as intended

its not a crash dump its the actual save im not crashing ... NO one does medic i have it set as a job and they don't do it. They say they don't have a repair kit ... even if they are 100% human no parts on them, I've tried hitting the medic button don't work the job don't work i have to try and constantly micro manage every little heal ... Like right click heal , now right click heal this person and so forth and its just really frustrating when you have a war going on with several combatants.

no new mods only started happening after this latest patch.
