[0.98.47] Taking from downed pack animals not considered stealing

Whenever I find a trader caravan under attack, either one from the Western Hive or the Traders Guild, if the garru goes down I can run in to the fray and take everything in their backpacks without any consequence. None of the items get marked as stolen even.
