Bounties dissapear on load 0.99.23

Not much else to say really. I was cought a bit too much thieving around in mongrel and got in a fist fight with the shop keepers and guards, result a bounty of 2500. But since mongrel doesn't have system like the main factions do, no one comes to claim the bounty so to speak.
