Kidnaping Empire peasants bug

I ordered one of my rangers to shot an empire peasant with crossbow and put other characters passive my ranger knocked out peasant then samurai polices put my ranger to jail then i ordered other character to kidnap knocked out peasant and no one cared peasant was kidnapped and samurais saw my character when he is kidnapping and they didnt cared
