Characters become unresponsive in a large player town.

Im not sure if this is a performance issue or not, but my fps remains fine. Basically in my town with about 25 people all with jobs they become super responsive and constantly get stuck.

A lot of the time they just stand still even though they have valid orders that they should be doing. Its weird because some characters are completely immobile while others are just a little laggy.

I can actually order my laggy characters to pick up and move my immobile characters who are stuck out in the open.

ive noticed that some characters repeatedly withdraw and input materials into storage like 40 times a second too, i wonder if this behavior causes lag.
