[1.00.50] Bountied at a Hive-claimed Armory in Greyshelf

Is the bounty system working as intended in Major Towns? My units just got bountied for "assault" in a Southern Hive Armory territory. The Southern Hive are a minor hostile faction, too. Are they even allowed to apply bounties?
The last thing I heard was "Stop squirming, no-hive!" from a Droneguard, before the bounty got applied.
Plus, I don't see a "Wanted by Southern Hive" when I inspected the bounty note on my unit(s).
